Smarts - Telan's previous posts were an attack thread against the Onyxian Commonwealth. The "lightning" attacks were bent on sowing confusion with the whatever forces remained of said Commonwealth prior to the heavy fleets crossing the borders. Also, Kraken's Empire at War is also takes place during this time isolating the Cren Alliance from the rest of the Coalition.
None of the Commonwealth was annexed during this period because the Telan did not have the forces to actually hold any planetary territory (his forces were simply to move throughout the CW sowing destruction where they went) "Cut, Slash, Run" as it were. So when he says, 5 Days after Annexation, he means, 5 days after Onyx was ceded to the Empire by Coalition. The 2 weeks started the day after the ceding of the territory.
At the end of the meeting from On Bended Knee, Kaine remarks that Telan should have all planets with some sort of fleet presence within "a few days". That would have been a few days into the evac.
Telan's thread says his fleet finally arrived at Onyx on the 5th day. I attribute this difference to Kaine's theoretical expectation to Telan's actual reality "in the field".
Either way, the evac time period is still moving forward.

About this edit - my question is, what impact does it have?
The Empire can set their two weeks from any moment they choose. Heck, Telan could have shown up and said the two weeks started two weeks ago, or just start shooting 'cause he feels gassy. We're literally at his mercy in that regard. The question is that if Telan's statement was previously vague AND if since then Smarts has made decisions based on a mistaken interpretation, what damage will be done to Smarts' continuity? Will a relief effort be fouled by bad timing due to this, or is it just a matter of editing a passage or two for clarity?

Telan, you didn't have to do that. The announcement was open to interpretation. I am just correcting Smart's OOC thoughts on the subject. If his people IC think he has 19 days instead of 14, they will be in for a big suprise when the evac is halted.
For clarity purposes only, just so we know what we're discussing here, the question isn't when Smarts arrived (two days after the meeting) or when Telan arrived (Five days after the meeting), just wether the fourteen days started immediately or only when Telan arrived. I think it's alright for Telan to clarify when they started, but for fairness' sake if there was any confusion that might have lead Smarts to make a decision that will be impacted by how many day's grace we get, he should also get a chance to clarify it.

Smarts has just explained to me his key problem with the change, which is ironically one Simon noted earlier - for the first five days, Smarts has indeed been hauling weapons and other material goods instead of people, because he believed the evacuation period had not yet begun. If Telan's declaration was the first notice the Onyxians received, then they wouldn't want to evacuate until after hearing it, giving Smarts a window to evacuate military supplies before turning over his ships to civilian evacuation.

Dolash, tell Smarts to read your Epilogue of On Bended Knee. You'll note this exchange Regrad had with representatives of the government:
"In the meantime, you will stand by the decision made by the duly elected chief representative of the Coalition and the constitution which I represent, or you will cease to be members of that Coalition. Is that entirely clear?"

Coalition Reps knew immediately of the decision, as they tried to verbally assault Regrad upon his return from the shuttle immediately following the meeting with Emperor Hyfe. There is no reason the Cooperative would not have known along with them.
Smarts needs to stop stealing shit and get with rescuing people. :b
