Yes. But maybe some people would rather take planets than scrap assets. Not to mention people who won't see this thread for 72 hours, or people who don't have the time to spend three hours sitting in front of their computer. Or groups like TNO with a rediculously diversified and large fleet.

Grace period of no, groups should make an effort to 'get legal' ASAP, and not wait around for other members to get planets so they don't have to scrap something. This is possible, as demonstrated by Grevious and I.
And they'll get right to it once they get back. As for TNO, its obvious we've seen at least three members around, so go scrap stuff.
I disagree, Some of us have already scrapped (3 major groups have already anyways). Should we be punished for being so prompt on a rule discovery?
No, we should not. There shouldn't be a grace period, as scrapping has already started galaxy wide. Simply put, its too late to propose such a thing.

My group is legal..... pending the decision on Mines. I didn't count them in my manifest meterage yet, because no one has said how mny meters they are going to take up, or if its not going to change.

I was thinking about this, and if mines are one meter, 15 k of mines could protect 3 planets. For a six planet Empire, you could protect every planet with two planets devoted to mines, two to gencores, and 2 to fleets. For attack purposes you would have tetiary resource worlds, giving you meterage towards an attack fleet for a planet that you won't need to protect beyond having a small fleet. This is realistic because in canon, some worlds have huge ass fleets... Byss, etc... and then other worlds have nothing, maybe a sympathy ship or two. So there is no reason not to count mines against meterage.
