It was stated during the formulation of the newest TRF R&D rules that the old systems rule would apply to groups who either made their R&Ds before the event (and had them approved) or who wished to subscribe to the old system, simply for ease of the situation. Obviously those groups would be those less likely to receive any expansion to their 10 tech limit.

Not all the current techs are pre new rules. Some on this issue were brand new so the pre-new rules rule does not apply to those.

Hence I wish to continue this line of discussion on said issue in proper settings that lup mentioned.

Both this OOC thread and its IC counterpart are on hold until this whole R&D crap gets worked out. Vonta has valid points about technologies being passed with other technologies, a point we were very stringent about with other people.

If any changes are made to Heir's techs, they will be considered instantaneous changes for the following reasons.

1 - The techs did pass approval.
2 - They would have already done their R&D time.
