There was nothing being built in the yards at the time we attacked.

I think the last build ended like 9/26 or 9/28 and we attacked on 10/2 (I think)... in the meantime Jan put two more builds in and completed them.. So those "in the meantime ships" can't be boarded and there's nothing going on in his yards.
