I am, in fact, against this rule change for one reason. It means that TNO is the only group able to build a Death Star, and pretty much the only group able to build an Eclipse.

That gives us an instant advantadge.

This is the sort of rule that should be implimented at the time of a fleet restart - as I believe they were.

For future reference, we know to make the numbers higher.
