Such could easily be drafted and decided upon by those who wish to join at the start indeed. What type of agreements would you suggest? (oh and I am not certain but is there any copyrights for sites on the web especially message boards that technically have to state copyright to George Lucas?) aka are message boards evne copyrighted? especially fan oneS/

I have no legal training, unfortunatly. But we are talking about a member-base well over a thousand. I'm sure the skills exist somewhere.

I dont believe there is any available copyright for any site concerning star wars because it is a fansite. Though code could be copyrighted. So I am not certain what you mean by member rights etc. Care to elaborate?
