Speaking of which, I'm pretty sure that Vance is still considered the Mandalore... but since he hasn't been around on-planet, it's likely Beff became the next figurehead, heh.

Actually, it would be more correct phrased, "a Mandalore" as TRF currently has at least three; Beff Pike, Vance Jas, and Mandalore Kale (with the Palestar Crusade).

Vance isn't a Mandalorian.

He won the position through combat, taking the mantle by challenge, which is a valid method of becoming Mandalore in that culture.

So, yes, Beff's statement of a Mandalore is correct, I guess.
