This is my personal opinion, but I never thought the 5k rule for planetary takeover extended to fleet roleplays. And if GC formally surrenders the world to BDE, then (imo) the 5k words are not needed.
But, if the world is not surrendered, but they do not defend it with OOC assets, then I suppose after 5k words (or end of rp), the world can be taken.
What I am saying tho... is because it's another group's world, you just do not make your next post equal 5k words and say: the planet is mine.
There are still a few moves Dolash can make (should he choose too).

There are a multitude of opinions as to hostile takeovers... they don't require 5000 words, simply a defeat... every word (from both sides) counts towards the required 5000... you need 5000 of your own...
*shrug*
I think, if you attack the planet and win the fleet and/or ground battle, it's yours, 5000 words or no. If they surrender, it's yours.
But this begs an interesting question: what if it's not a "hostile" takeovers. i.e., a situation like Endgame, where there are no fleets fighting overhead, but it is someone else's planet?

I don't think people should be stealing my planets in the first place. I've had to put up with a lot of crap and deal with a lot of problems but now the New Coalition is peaceful, relaxed, and the perfect environment for fun writing and jokes and things. When people decide that screw Dolash I want this stuff and start attacking me, it requires great restraint not to make an effigy of that person and throw knives at it, ok? So unless I feel it'll make the difference, I will not defend my self to amuse people, got it?

Endgame was different in that the group leader (at the time) gave us permission to take it. We could have easily fought an OOC battle... which is why there are OOC manifest listings in it... but that was decided against and so the thread went the way it did.
However, what I was thinking of was Theren's defense of Taloraan and Bespin. Obviously he fought but used little (if any) OOC assets and made Griff write the damn 5000 words before it could be officially his. But it was still a fleet roleplay and Griff couldn't do it all in one sitting.

Do I have to? All Coalition presence, government presence, and hell even smart-people presence is gone. The remaining idiots will be wandering around or in tiny groups of three or four, shaking ancestral weapons and making fools of themselves until they get killed. He can just move in. This isn't surrendering because that implies we were resisting in the first place then gave up. It's more of a... well... a thing. He can just have it, no role-playing needed, mainly because if I make him do any work I'm afraid he'll decide to get me back and invade some more.

If anything, I can intervene and write this into a diplomatic surrender with no conflict if Dolash doesn't wish to participate.
