Oh come on, be patient, the staff might be divided or busy with real life.
Unfortunately I have to mildly agree with Griff...it's been a month.
Though I do not want to rush the staff if there is indeed an issue, but if that is the case would it not be better to keep ORS up to date?

You have 3 members each though this has been clouded by the fact that your groups are run like one (which is, by definition a "no..no").
You are allowed to start your merger rp.
However, your groups/assets will NOT merge until majority of the conflicts are over. Even then, assets tied up in attacks, defenses will not be counted in the merger (as their fates have not been decided yet).
Manifests will also not be merged until majority of conflicts are over.
The decision on what constitutes the time for the groups/assets/manifets to be joined will rest with staff when Rp and conflicts are complete.
Note of changes: ORS will remain a neutral faction.
Calling yourself good does not make you good. It is shown by actions and attitudes of your people and characters.
This does not mean ORS cannot petition for an alignment change at a later date.
You may begin the roleplay.
On another note: This also brings up an issue that has come to my attention and while the staff has talked about it I do not knwo if anyone has investigated it.
Has TGC been building warships over their allotted limit? Remember, that it does not matter if you give these ships away.... you cannot begin construction on anything that pushes meterage over the limit.
If so, we would need a manifest of ships built.
If this has been already investigated and handled by another staffer, they can just let me know and I'll consider the matter dropped.

Sounds all good, I too had been curious as to how we would merge our assets with all these battles, and your method sounds good.
Only Jan Doddona does any builds, so ask him about going over the meterage, although I checked recently and I think we still had something like twenty-five-thousand left.

I have 2 planets(30 000m), with 1 000 unused.
I build 1 ISD on day 1
On day 2 I start a takeover.
On day 10 I finish said takeover.
On day 16 I finished the build, and added the meters.
I never went over the meter limit.
