Why do that when you can wait a month, alter some of the words in the tech, and post it yourself before you've even seen the enemy using their new tech? Just saying, that seems to be the norm now for TRF.
Actually, I agree - reverse engineering opponents' techs would be awesome. Unfortunately, I do not have the knowledge or experience to even attempt to pull off something like that. Hence why I develop my own stuff. And if it seems redundant, think about how much of the military is redundant, but used in different roles. I post R&D's mostly to explain what I mean when I mention a Festung or Blitz Panzer in my BG threads.
You manufacture a means to capture information regarding a particular R&D. Upon completion you begin the process of reverse engineering the bugger. Perfect example; the Anthos Republic's copy-cat of a BHG tech, The Stalker-Class Corvette.
There used to be rules for it, so by the current standard, those may be a reasonable guideline for R&D theft. I'm not sure what they were, but there was something like a 1,500 word requirement (on par with ship captures).
