Show me that R&D thread then...

I believe we fully covered back in the Cloak discussions, and later after, that upgrades and ship additions were a no no and would never happen. And likewise have never been approved since.

Ok a question since the issue has been raised. How does this apply to canon upgrades? Like carrack cruisers being fitted with cloaking devices, for example?

Was that not for past ships pre-R&D and not for all ships built since?

I find it hard to believe we would outlaw upgrades for every R&D except one...
