Emperor Fearsons took his seat at his throne about the conclave table, gazing out over at the mass amount of delegates that had gathered about to hear him speak. He wore his most formal Jutraalian robes today for such an important meeting, his eyes shown brilliantly as usual, the sign of his past age, something about him that made him stand out amongst the crowd of humans here. Yet at first glance you'd swear he was human, yet at second you'd demand he was alien.
In a sense, he liked it this way.
He was flanked by two of the black robed PeFauna royal guards, their staves held carefully against their arms, they gaze forward like robed statues with expressionless war helms. Hell follows their very presence, specifically for those foolish enough to attempt to harm the emperor.
The group about was the typical, the different congressmen and delegates from the various reaches of the Jutraalian Empire, some working for various branches of the military and adorning those uniforms, while others were civilians, working as politicians.
All had the same purpose today though.
They were going to convene with the emperor and advise him.
When the emperor needed advice from his delegates, something enormous was happening, something he did not feel could be taken lightly. This meant all the sectors would be involved.
The table hosted fifteen guests, seven on each side and the emperor at the head. Everyone but the inquisitors were there, as the inquisitors had far more important work to do. The head of Jutraalian Intelligence was here, the joint chiefs of staff were here, the adjutants were here.
The emperor peeled his lips back in a slight smirk at all this.
He lifted the mallet at his table and slammed it against the conclave table, silencing everyone about immediately. None questioned the emperor in this instance. Not out of fear, oh no, but because they happened to like their jobs, their prestige, and they actually happened to really admire and respect their emperor.
All in the room were the utmost loyal, they all trusted each other with their lives and none would sell the other out.
The room had been so securely checked, double checked and triple checked for bugs and spies with constant scans and patrols going about that a spy in would be practically impossible.
Fearsons gazed around at his delegates and nodded. It was time to begin the meeting. There was a war going on and they had more important things to do than to bicker at a conclave table with expensive wine and handsome clothes when there were men sleeping in the mud with rotten water fighting for their lives.
"We are gathered here today as you know to discuss the ongoings of the Galactic Initiative War. Due to their constant violation of our space and disregard for sentient life we have declared war on the Defense Initiative, feeling they are no longer responsible enough to carry with them weapons of mass destruction," he began, looking each man in the eye piercingly with his own stunning, crimson gaze.
"We have gained Imperial support on this, Isstal's constant abuse of propaganda and murder of civilians as shields has driven us all over the wall and can no longer be tolerated. But I'm not here to tell you why we're at war. I'm not here to tell you that we're at war. You all know, your sons and daughters are the ones fighting it.
"I am here to talk to you about how we can win the war. We've won lots of wars in the past, and what have we learned from them?" He paused for a few moments to let that sink in, though it looked as though he had actually expected an answer. When he felt in the Force they were ready for him to continue, he did so. "We learned that war cannot be won without the proper resources, we incited total warfare against the Mon Cals who had no way of fighting us due to lack of tibanna gas.
"We need to do the same thing to the Galactic Defense Initiative. They seem to be at a bit of a loss for Duraneum at the moment, hence their scramble for carbonite and other such resources. They won't be able to fuel their ships soon, we need to strike at this. We've already begun a series of political and military moves that will ensure that Isstal continues to have only a limited fuel supply for his hyperdrives.
"Unfortunately Intelligence confirms that his stocks remain at a decent maintenance level. That means he's getting his stocks from an outside source. Your jobs are to find out where he's getting it from, then the joint chiefs of staff are going to find out how to stop this supply, got it?"
A few moments of awkward silence followed the emperor's bold statements, before he went on.
"Now throw me some ideas as to how the Defense Initiative is getting their fuel, and tell me how I can stop it."

Placed on duty recently to monitor the tibanna gas giant Taloraan, the JRS Impervious had moved through its patrols as routinely as patrols went, seeing no real occurances beyond typical traffic in and out of the system. It was of no real excitement one would suppose.
But something unexpected happened this day. The Jutraalian Naval ship found another starship on sensors, and moved in to intercept, the IFF Codes bearing that of a Defense Initiative.
