Richter stole a rushed slurp from his, (now lukewarm), cup of caf, and grunted in satifaction as he scanned through his charts and projections for VEI , for the next fiscal cycle. Things seemed to be going well, and profits, pleased Richter.
...Expansion is going well...at this rate, this sector's profits will triple...
The businessman was considering these pleasing thoughts as the rather polite sounding chime of the internal comms system bought him around from his focus, and after raising an eyebrow, he answered it...
"...yes?..."
"...Mr Vinda wishes to see you in his office , when you are free..." Came Dominika's familiar voice...
"...ah thank you Dominika , I'm on my way..."

VC-HQ - Mr Vinda's office
Vinda's eyes narrowed slightly as they watched Richter study in depth, Section's intelligence report about the goings on within the Tion sector.
As he waited for the head of Vinda-Enterprises Inc. to digest all the information, Vinda calmly took a few audible tokes on his Cigarra. The blue smoke slowly rose above the men like a swirling mist , causing the sun's ray's from outside to cast strong beams throughout the entire office.
Breathing in a deep drag, Vinda spoke as Richter's eyes met with his...
"... reports have been filtering through for some time now, but as you can see Section has confirmed these reports are true...an organisation known as The Black Dragon Empire have started 'colonising' worlds across the Tion Sector.. and its probable they'll continue doing so..."
Richter frowned slightly
"...Rudrig.." He murmured, thinking aloud...
Vinda smiled at the businessman's ability to access things accurately , and quickly...
"...yes...we don't know much about them, apart from various intelligence reports...however what we do know, is they do have an interest in Rudrig....since they have asked to speak to one of our representatives about the matter...."
Richter raised his head slightly as he listened to the Vinda-Corp figurehead speak...
"...it appears our new neighbours are here to stay, as such I feel it prudent to welcome them...."
Richter nodded , but went straight to the point...
"...what about Rudrig?..."
Vinda smiled faintly, and exhaled deeply causing jets of cigarra smoke to dance and furl upwards away from his nostrils...
"...I do not wish to have a new enemy on our doorstep, and it is clear the feeling is mutual, the handover of Rudrig will be beneficial to all concerned...there are conditions, for both sides...of course.."
Richter smiled...
"...of course..." He quipped...
"...I wish for you to head-up the talks on Rudrig, an agreement has been reached, verbally, and I want you to take it to them..."Vinda continued...
Straightening his suit jacket Richter nodded in response...
"...when do I leave?..."
Leaning forward from his chair Vinda handed over a data-pad containing the details of the agreement, and smiled as he looked up to Richter...
"...no time like the present..."

Rudrig
Trade-Hall - 3 hours later
Richter paced up and down as he waited for the BDE envoy to arrive, it was something he always did, it seemed to aide his thoughts.
The trade-hall was decked out in a grand display, and quite a few officials , some from Bonadan, some local, were all patiently seated around the large negotiating table as they awaited the arrival of BDE's representatives.
The local governor Krolas was in attendence, a tall , but rather thin , white haired individual. His manner was tense, considerably anxious at meeting Rudrig's new owners, he had heard many rumours about them, and was not sure what to expect.
Richter , although, had been through this many times before, and his face revealed nothiing but his usual stern expression of concentration.

The shadowy form of a Ghost class vessel faded into the atmosphere of Rudrig. The Trade Hall directly underneath as it vectored down in a landing pattern. Its bulbous spheroid portions reflecting the systems sun off its shimmering armor like an ancient Knight riding over the crest of a hill with the sun to his back.
The gravametric engines distorted the space around the vessel, curving the matter of reality with the advanced science of the Dameun race that created it. In an atmosphere, this worked to the effect of an improved repulsar, but as effective in the landing of a capital sized craft.
* Trade Hall - Moments later *
The doors swung open quickly as the Dameun deligation marched into the open room. There were only three real deligates, each looking like a photocopy of the last. Tall bald men, with an average build wearing what would be considered the height of galactic fashion of the time. Behind them two of the feared Drahzi Dameun stood, taking positions near the doorway itself, as to secure the room and everyone inside. They bore no distinct weapons, but again, those would be hidden in their frame even if they were there.
Coming to a stop before the pacing for of the medium balding man near the middle of the hall, the deligation simultaniously peer around the room itself before addressing it.
"Who here speaks for you?"

Richter stepped forward , and bowed slightly in greeting, before addressing the BDE spokesperson.
"..I do, my name is Richter Bayern...welcome to Rudrig...."
The businessman gestured for the entourage to take a place at the table...
"...you've had a long journey, please take a seat, and we'll start...would you care for any refreshments?..."

The Three nodded slightly in a synchrnous motion. Each moved and sat in an adjacent chair at the same time while watching to spokesman with intrest.
"We each speak for all the Empires intrests"
The center one spoke, but it seemed to eminate from more than one being.
"Lets begin"

Taking his seat opposite the entourage, Richter nodded, and murmured in agreement...
"...Very well...then let me be the first to start..."
The talks continued very late into the evening, but progress , was good, and (to Richter's surprise) relatively fast. The Black Dragon Empire's representatives knew exactly what they wanted, and were willing to negotiate.
A good sign.
By the end of the session, an agreement had indeed been reached, and more importantly drafted and ratified by all parties concerned.
Rudrig would indeed go to the Black Dragon Empire, but with very specific conditions , conditions which would ease the tensions caused by the Commonwealth giving up a whole world.
An agreement had been reached, yes, but more importantly diplomatic ties had been forged.
A tie which had not only started up the beginings of trade and commerce between the two organisations, but a tie which would have the potential to also define, both parties, and their respective Sectors of space, for generations to come.
The Rudrig accord was born.
