I beg to differ. Perhaps not intentionally, but the fact remains; and dozens of bombed out buildings struck by supposed "smart" bombs stand as a testiment to that from the first Iraq debacle... schools, hospitals, orphanages and the like. In Canada we tend to accidentally do it to ourselves, ala the Halifax Ka-Blooie.

The technology was unvailable then, so there is no sure way to tell. And it still happens now, the dead Iraqi civilians continued to climb already passing 110,000 as of yesterday.
