It's open to speculation, just like how Moore speculates on why Bush did this and Bush did that.

But Moore speculates with evidence. So Bush did this, and this evidence suggests he did it becuase of X.

Counterpunch speculates with evidence as well. Moore did this, and the evidence says he withheald this. Why? That's the speculation.
