You can fire from behind pretty much any cloaking device... assuming you have adequete power.

You can't fire energy weapons against Hibridium crystals based Cloaking Device and Stygium is so flippin rare now its impossible to find them anymore since Tarkin Battlestation flew up Aeten II

You should probably search the R&D forum with the word 'Cloak'. There are several designs that do what you want to do.

I've had that capability for ages now.
