That is the intention of the Astoria. In fact, if you browse some of the older threads you will see just that happening. The problem is that I got busy IRL, Seth got busy IRL, things happened and when we came back priorities have changed.
What I would suggest is a character (or class of disposable characters, like maintainance men) that you could RP realistically with multiple other unique PC's. For example, my char is a detective. It's realistic that he would run across many strange and different people on that Astoria. He is easy for me to shoehorn into almost any RP, easily and realistically allowing me to lend a helping hand.
Going with someone in a command position would not lend you this luxury. Out of the billions of creatures that pass through the Astoria every standard year, you as a commander may meet twenty, maybe thirty? And they'll all be high-class citizens like Seth, Simon, or Jedi like Itar. A commander would not reasonably meet or interact with many low lifes.
