The Lazy Man's Guide to the New Coalition

Hello. This is to serve as a rough guide for those who want to know more about the Coalition without having to read lots of threads, ask questions, and receive constant clarifications. Since it is not propaganda but a statement from the people who have omnipotent power over the Coalition (a.k.a. writers) it doesn't quite belong in the IC News and Propaganda forum. Also, since it is not really a story, it does not belong in the Battlegrounds. Finally, since I want to put it somewhere where people will actually perceive it, I'm posting it at TRF and not on our own board (Which even I don't visit).

Now, fellow Coalition writers might be going "??? I wasn't consulted on this!" Don't worry, this guide is open to adjustment, and anything you want changed, added, or edited we can discuss and alter as necessary.

The New Coalition, General Overview

The Coalition is just that, a large group of sovereign nations, each representing a particular planet, which have banded together in the name of mutual security, protection, benefit, and their ideology. The Coalition operates as a sort of United Nations, a government with power and authority greater then any one nation under it, and yet supported solely by each member state's resolve to be part of the whole.

Each state sends representatives to a House, which then decides issues of security, foreign affairs, and much more for the entire Coalition. The House also possesses the power to affect the member nations, but only so long as they consent to remain under the influence of the Coalition. This means that everything the House does must be carefully considered from everyone's angle to make sure all are pleased with the result.

Also, the Coalition is a relatively new organization, and is rather rough in nature when it comes to its' political structure. Thus, it is strongly driven by the people who lead it. The current Prime Minister is Regrad, and through him a House of like-minded representatives have been elected, and thus the buraucracy, agencies, and so forth all the way down the entire length of the Coalition have been filled out in a manner that makes for a government strongly reflective of the man in charge. If Regrad was an evil creature, he could have easily ensured that men of weak wills, cronies, and those with only loyalty to him were instituted into power, ensuring they would do what he would want them to do even when he's not around.

This sort of character-driven government is therefore very tenuous, relying on the leadership to be of strong moral stock to keep the entire body of government free of corruption. For the time being, however, the Coalition remains unified by those in charge, and is moving undeniably forwards.

The New Coalition Economy

The economy of the Coalition is highly internal. Many nations in the Coalition have not been long on the galactic stage, and are thus only beginning to expand their economies outwards, so they choose governments from within the Coalition to trade with. The more long-term players have often been at odds with most of the galaxy, and have thus been forced to become self-sufficient or suffer.

This internal slant has lead to both good and bad. The Coalition lacks many large population centres, but controls many vast sources of resources, which it puts to good use. Those industries that produce things vital to life (Such as food, water, shelter, healthcare, and so on) are either directly controlled by the Coalition or a member state, or otherwise must apply for a very complicated process of permits, and are very carefully monitored. The outspoken social critic and Minister of Ethics Viryn Quell has the ear of the Coalition's Economic Oversight Ministry, and thus business is seen by most not as a source of profit, but as something which serves a purpose, like producing goods or improving civilization.

The major downside is unfortunately apparent to all. Due to disastrous fortunes at war, the Coalition's economy - although planned well - is still building its' way up. This does provide the Coalition the opportunity to look at and mould their economy as they see fit while it grows and before it stiffens with time and complacency, but the short-term cost is difficult economic times for most.

The New Coalition Social Order

The New Coalition functions as a very Socialist state. Most states pay quite a large tax to be part of the Coalition, which is often a point of consternation, but the payoff is generally seen as worth it. With a variety of Ministries and agencies to provide for the poor, tend to the sick, and seek to improve the lives of those hit by the poor Coalition economy, the general effect is one of an equalization in weath. The wealthiest people in the Coalition are much closer to the poorest then in pretty much any other galactic government.

In most aspects of Coalition life, competence is actually second the character. It is believed a less capable man of reputable character would be less hurtful then a highly effective and corrupt one. This is most evident in the Coalition's government, and this highly-touted example is becoming popular in many more aspects of the nation. It has been pointed out, that a good person in a job they cannot do would obviously learn how to do it quickly, because if they are a good person they'd be willing to make the effort. It has also been pointed out there may not be enough good people out there to fill every single vacancy, but that has been dismissed for now.

Due to the diversity of the states in the Coalition, there are large gaps in each soceity's approach to morals, life, and the rest. However, the House has been able to reconcile these so far with the relatively shaky argument of 'Give them a chance, you might be surprised'. Regrad's particular views are the ones most often apparent, since he has proven to be very effective at putting them forward, although other high-rank Coalition members have been making themselves felt, even if they tend to want to do the same thing. So far, they've been correct, but it would only take a few disappointments about moral choices before people begin to question.

At this time crime is low across the Coalition, as is division and conflict. This is mainly attributed to the sense of purpose the Coalition has managed to instill in its' people through their various changes and underlying moral compass, plus the social programs and agencies that keep people from becoming desperate even in these relatively low economic times.

The New Coalition Security

Each New Coalition state is responsible for its' own police force, but thanks to strong PR and image work by the Coalition internal crime has been fairly low. Most Coalition citizens, even the poorer ones, are doing at least well enough that they can meet all their base necessities and put some money aside, and the rest are generally taken care of by the various ministries and agencies.

However, the Coalition is highly vulnerable to external crime and other threats. All efforts have failed to keep track of the Coalition's porous boarders, meaning that for the criminal willing to make a very quick swoop through the Coalition there isn't nearly enough detterance. People are often wary of anyone who doesn't seem to be a citizen of the Coalition, and although it does not amount to xenophobia, the Coalition itself is still very cautious when dealing with visitors.

The security forces receive a boost, however, from the CIB. When interstate criminals, complicated crimes, or mysterious circumstances become too much to handle, the CIB steps in and makes use of its' expertise and vast resources. Like most of the Coalition, the CIB is character-driven, and so under Ferguson Mumphs the organization is independant, hard-working, and determined. They follow up on all sorts of threats inside and outside the Coalition, and serve as an all-purpose intelligence network.

The New Coalition Foreign Policy

The Coalition has, unfortunately, very few allies. After the war, it has managed to bring up relations with the New Order to a sort of cold politness, but mainly through the common concern over the Black Dragon Empire. The Coalition's relations with the Black Dragon Empire, on the other hand, are best not considered.

Finding little in the way of responsible and good government elsewhere, the Coalition instead sees most governments as obstacles, something standing between them and the people those governments rule. Although war is no longer an option, there is certainly a careful, probing intent to find ways to weaken rivals and allow those they oppress to slip through the fingers of their oppressors.

The CIB are, once again, very prevalent in this sector. Mostly concerned in finding out as much as they can of the Empire and the Black Dragons, they also seek to hunt down international threats like the GLF. With a burgeoning network of contacts from ex-Sovereingty officials on Bakura to seperatist sympathizers on Corellia, and agents monitoring the boarders of those suspect, the CIB is unashamedly playing the spy game for all its' worth.

The New Coalition Legal system

This, perhaps more than anything else the Coalition has, depends greatly on character. Judges are elected and regulated from within, meaning that usually they're all on the same page. There is less leadership in the Judicial branch then in others, but each Judge is expected to deal with only so much anyways.

With the Coalition laying down only the large laws and a few vague guidlines, and federal courts having the power to overrule state laws in favour of federal opinion, many appeal to them in cases their own society might judge unfair, or where the judicial system of that state may be lacking or bogged down in red tape. Sometimes, the states are annoyed by judges going over their head, but the Federal Judges reply by saying that it is only in extreme cases they intervene and thus local judges will do most of the judging anyways.

The New Coalition Military

Long a flash point, the New Coalition Military is currently going through a long-needed overhaul. Due to the relatively low population of the Coalition planets, the military is in turn small. The new plan out therefore resolves to make the most of their assets, and intends to raise a number of massive academies capable of training vast numbers of recruits across the Coalition. Old military technology is sold off (to buyers approved by the Ministry of Ethics) to pay for new technology, and advanced training techniques are studied and perfected for implementation at these academies by experts from across the galaxy.

This new force is expected to emphasis speed and skill over brawn. All military personnel will be career soldiers who spend their entire day training. Discipline is encouraged, but not above initiative, and the military at all levels will spend at least some time learning tactics, ethics, situation responses, and improvisational techniques.

The Military will also sport a pair of special organizations of high esteem. The first is to be the White Knights, an organization specially trained by Regrad and the Azguards to serve as individual warriors of great renown. Each White Knight will be expected to serve at training academies teaching other soldiers and apprentice knights the arts of war, and all are expected to keep to a standard of physical and mental readiness. They are also at the service of the people, and thus will be called upon for help when regular law-enforcment or local authority is incapable or maybe even unwilling to help. And all this without Force Powers.

The second organization has yet to be named, and will be under Joren Logan. Considerably larger in size then the Knights, they are expected to still be far smaller then the regular forces. Wheras the Knights are individual warriors, the force under Joren is expected to be a single force of soldiers at maximum potentinal. With the best equipment and facilities at their disposal, a network of bases in the Onyxian region, and the duty to stand vigilant to protect the Coalition, they would be a group to look up to, and aspire towards. The details have yet to be hammered out, but it is expected the organization should form soon.

Interesting background, Dolash. But I have to say that the Coalition as you've laid it sounds like an impossibility. Call me cynical, but I do not think any one democratic government could operate on the basis the NGC is. In one country on Earth we have trouble coming to agreement on anything. Imagine trying to bring the thoughts, ideas, beliefs, etc. of dozens of different groups of people together?

Obviously, because this is a writer's domain you can play it however you like. But realistically, I don't think this Coalition could exist. It's the Republic's operating on a similar princinple that TNO always ascribes to it's fall. (Well, that and us being the preordained and rightful leaders of the galaxy, of course...)

Also, keep in mind the old saying: power corrupts.

So even if your leaders are elected based on their moral fortitude, that does not neccessarily mean they will remain such.

Just my thoughts. Otherwise, very nicely down. And quite interesting, I must say.

I believe the saying is, "Power corrupts, and absolute power corrupts absolutly". Reguardless of being verbatim or not, it's very true.

I know. But it occured to me no one person in the GC would have absolute power, so it seemed irrelevent. :P

Well, I too was worried about that, since yes it was the thing that killed the Republic (Along with, y'know, inactivity) and I certainly didn't want to be torn apart from within.

But I made it a big point that the Coalition is character-driven, whereby the person at the top massively affects the entire organization below him. That person is currently Regrad, and the majority of the top are people of fairly strong ethical persuasion.

In most Earth democracies, to protect against the inherent human flaws, there is a series of checks and balances that ensures that a bad leader can only cause so much harm and change. However, this also limits the ability of a good leader to improve the nation. The Coalition is taking the risk of instead giving elected officials incredible power, and has allowed them to fill the government body with likeminded individuals. Obviously, the risk is that if a bad leader were to be chosen they could destroy the Coalition - or worse yet, corrupt it. However, since Regrad is still Prime Minister, at least for now that is not a concern.

Lastly, the reason why each nation cooperates into the whole are many. The most obvious one I stated is that in the name of being part of a protective whole, they are willing to allow the Coalition government to make changes to their nation, because should these changes - after trying them out for a bit - turn out to be discomforting, they can be reversed. By appealing to similar philosophies from each planet, and seeking to champion leaders who share in the beliefs of the Coalition, this slowly changes each member state to adopt the entire philosophy of the Coalition in full, finally making them fully supportive of the entire organization.
