Since certain planets and areas are found in Imperial protectorates, I want to make sure I have a firm grasp of hierarchy and control. Everything based around the development of the Free Trade Directorate and Sei Maru's steady incline to power wages from the Ubiqtorate Protectorate, however, I am not sure if there is any more information than what I have here:

The Ubiqtorate
Governor: Grand Moff Bhindi Drayson
The largest of the Empire's Protectorates, the Ubiqtorate is lorded over by Grand Moff Bhindi Drayson. The remnants of the Holy Demosthesian Empire form the core of this Protectorate, which rules from the fortress world of Yaga Minor. The Ubiqtorate is heavily involved with Imperial Intelligence, and their 'Black Fleet' is known across the galaxy. Within the confines of the Ubiqtorate are the Kathol Republic (capital: Kal'Shebbol) and the Tetan Parliament (capital: Cinnigar).

Now I am lost when it comes to finding information on this Kathol Republic and also on the Tetan Parliament. Could someone help shed some light on this mystery?

2) Could someone provide me with this information?
3) Is Grand Moff Drayson an NPC or an OC? Are there any details about her before I even start creating some sort of plot with her?

I just want to make sure I am fully aware of the information necessary to continue to provide torrents of background information and details for my posts. I really do not like writing my posts without being fully aware of the limitations, so that I do not hurt timelines, plotlines, story structures, and character development.

Go to the battlegrounds, use the search function on "Kathol Republic ", and/or "Tetan Parliament". You will get a list of roleplays these are a part of.

Then Read.

Grand Moff Bhindi Drayson is an actual character. If you type in "Bhindi" or "Drayson" or "Bhindi Drayson" in the search feature in the Battlegrounds forum, you will see every roleplay she is a part of or is mentioned in. You will find that it is quite extensive.

So you might pm (private message) Drayson, or Demosthenes X (also Drayson) and ask specific questions regarding whatever it is you want to know about the character.

Kathol Republic was a section of ORS that TNO took in the last war.

Basically they started a war with ORS, we took over their planets. Then TNO took them from us.

What Marth meant to say, is that ORS joined GC in war against TNO and lost their republic, as a result.

No Kraken, what Marth means to say is that that Kathol Republic started a war with ORS, ORS defeated them. Then when ORS was at war with TNO, TNO took the Kathol Republic worlds from ORS.
