Kamon, you don't have to "build the ships" at all. If you are a rogue government or whatnot and in serious need of ship sources, negotiate with other factions to "realistically" obtain arms and materials.

Roleplay the capturing or purchasing of old freighters and cobble them together to form some make-shift fleet. Everyone starts small and grows.
