Okay, for now and for future reference, opinions everyone, on how a planetery takeover should be handled when two or more different factions are vying for a single planet. Should one or more of the parties be allowed to take direct control of the neutral planet's governing body and play them to join their own respective faction? Thoughts on this issue?
It should be a case-by-case thing and I think it's stupid getting in disagreements about things that up to now have not been a problem. When the problem arises it can be dealt with.
Well it occured to me that it would be unfair for one side to just come in and say "The neutral planet is willingly joining us" as opposed to the other side.
It depends on the situation. There are times when I could see a planet willingly joining one side. The way I see it is if you write a good enough RP, have a good enough reason and your RPing was obviously superior to your opponents then you should win. The NPC's don't determine victory. It's the PC's.
To be honest, Marth, even if it seems overwhelmingly certain that a neutral thing (like a planet and its' leader) would choose to join one side or the other, if another player is contesting it then you should always ensure that fair play and proper judgement is exercised by speaking to that person beforehand, or perhaps having the staff okay any NPC's actions you make.
A similar issue came up during the Roche incident, remember? Milkshake and I could have said "Well, the Empire's attacked the Verpine just now, made lots of threats, and generally laid claim to the entire area with force right up until they belatedly tried to cover that up and convince the Verpine that they totally have their best interests at heart and swear not to invade, scout's honour. Considering this, the Verpine would surely join the Coalition."
That seems obvious, but an equally valid and logical explination could be "The Empire did all this violence and threatening in retaliation to the possibility of the Verpine joining the Coalition, so logically, the Verpine would realize that if the Empire gets this angry at just the possibility, to go ahead and fully join the Coalition would be suicide because then you'd actually make them mad. The Verpine would surely decide to remain neutral to avoid incurring the Empire's wrath, knowing that the Coalition is not vengeful enough to take them by force."
Admittedly, the small details of the situation may give you more or less of an advantage, but stepping into someone else's takeover is dangerous enough as it is (allowed, just something you should be careful with) and NPCing a shift in loyalties away from the original player by NPCs should generally be threshed out with others.
