I was just wondering if the Death Watch were currently "owned" by anyone, even existed any more, or if I could create a character for that specific group.

Yes. Me. The Bounty Hunters Guild.
Most of the traitorus scum would still be on Mandalore which, as of my abandoning the planet, is under the arm and sway of the Sith Order (or more corretcly, Vance Jas).
I'm sure you'd have some unaffiliated splinter groups elsewhere in the galaxy (NPC and other) if you need something without strings attached.
Many of my Deathwatch followed Beff and the Guild upon leaving Mandalore and are currently incommunicado (pending my next arc).
And whatnot.

Also, no. You can't create a character in my group, at least, not right now. I have yet to re-establish the Guild after the loss of a planetary holding.
However; if you're willing to wait, I'm sure we can work something out.
Otherwise you can always create an unaffiliated branch of the Nightwatch or whatever. So yeah.

Always an option. As long as you don't "steal" or borrow from my work, or the work of others, without properly asking... and whatnot.
Anything is possible. Even two Fett's in the galaxy at the same time.

Well, Mandalore had been the province of the Bounty Hunters Guild for years and years... roughly 3 decades in game terms. So anything predating that is more-or-less fine by me. Since then the Mandalorians have been a presence in the Guild to some degreet at all times. I haven't had any splinter-groups emerge in any of my RP's nor have any of the Guilds previous members defected on bad terms... So the options there are somewhat limited.
There is the option of having your Mandalorians be former Guild members, but in doing so you'll likely want to read a good number of the old BHG posts to get an idea of how things are/were run.
The easiest option, without strings, would be to use a completely seperate group entity with no ties to 'my' Mandalorians/Deathwatch/Guild.
So yeah...
