I finished a list of characters, both PCs and NPCs, and have posted them in the Coalition Information forum. Since I was unsure if it was open to the public or not, I will also post them here.
Obviously, the list is still up for editing if anyone notices something that doesn't fit (With the return of Jan, I imagine he'll want his entry changed) or wishes to add anyone forgotten.
Regrad (Azguard)
Regrad is the Coalition's lead member. As Prime Minister and commander of the Military, he also commands a vast amount of loyalty and respect from those beneath him, making him an almost absolute ruler. A noble, honourable, and deep-thinking leader, as well as an Azguard, Regrad is careful to preserve the Coalition and its' people, although he has desires to expand it to include many other worlds yearning for freedom.
Fraktusk (Gungan)
As a Jedi, Fraktusk the Gungan commands great respect, despite his lighthearted demeanor and unusual accent. He serves the Coalition as both the Minister of Peace and as a Jedi, in the many roles such a person could possess. He is given great leeway to attend to his Jedi duties and travel, as Minister of Peace is a rather ceremonial role.
Viren Quell (Human)
As minister of Ethics and Good Government, it is Viren's role to snoop out suspicious activity in the government, provide oversight on the Coalition, and finally make sure no one does anything stupid. As a long-time writer on galactic events, and a wise figure far beyond his years, he is quite popular with the Coalition and Regrad for his outspoken beliefs.
Jan Dondana (Human)
Jan is considered by some as a Relic of the past of the Coalition. Although once an active rebel and Coalition military commander, he has now relegated himself to a sort of retirement. Happy with how the Coalition turned out, and still active in more domestic politics, Jan is a staunch supporter of the ideals of the Coalition, even if it is in a more peaceful way.
Marth Meer (Human)
Another perceived relic, Marth serves as a senior advisor on intelligence issues at the House of Representatives. Partly retired, Marth's cold, rutheless tone is an interesting one in the House, and he is generally liked as an old war-horse that never really goes away.
Joren Logan (Human)
Joren Logan went through various changes in rank and position during the forming of the New Coalition. Finally, he settled in as a military commander, leading a force of ground and navy that was formerly of the Sovereignty. Although a controversial leader, recent concerns were assuaged by the decision to make him consul of his own independant military taskforce. This taskforce would operate out of Onyx and the surrounding systems, and serve as an elite force under the training and jurisdiction of Joren and the Minister of Defence alone.
Yolem (Azguard)
A loyal subordinate to Regrad, Yolem serves the Coalition with honour and distinction. As a chief member of the force that overthrew the corrupt head of Azguard before the coming of the Coalition, Yolem is seen as a national hero, and is trusted by Regrad in a variety of tasks. Seen as lacking in personality, Yolem still possesses all-consuming loyalty and honour.
Ferguson Mumphs (Human)
Seen as oddly ambitious for one of his age, Ferguson was formerly a high-ranking security chief at Anoat, a planet deep in Imperial territory and a center for Coalition trade with other people. He became the head of the amalgamated security organization, the Coalition Intelligence Bureau. Known for setting near-impossible goals which he dedicates himself to acccomplishing, Ferguson has both the respect and the loyalty of his subordinates.
Karen Calypso (Human)
Karen is now the number-two at the CIB, and is fairly ambitious as well. She often questions Ferguson's goals and intentions, due to a suspision that his desire to succeed might surpass his bounds of position. Despite this, she still helps manage the CIB effectively.
J-1 (Human, name classified)
J-1 is the human head of J-team, a CIB unit that performs the most dangerous and questionable missions the Coalition comes up with. His vital statistics are classified, including his age, although it is estimated to be between thrity-five and forty-five. Although he shows cold proficiency, he is not heartless, and is careful to accomplish his missions with no casualties on either side.
Representative Deorit (Bimm)
Deorit is a Bimm Representative (of Bimmisari, if you couldn't work that out) and a staunch pacifist. Seen as practically foolish in his absolute refusal of any attempt to expand, maintain, or even operate a military, Deorit probably still holds mental scars over the coup-attempt and a misunderstanding of galactic politics. Meaning well, he still works for the good of the Coalition, although his fear of his own government is misguided.
Vice-Admiral Ku'un (Abregeado-Rae)
No longer of the Coalition, Ku'un was more loyal to his planet then the organization. After Abregeado-Rae was approved to leave the Coalition and a vote passed in favour of joining the Empire, Ku'un transfered successfully out of the Coalition along with the Regional Defence Fleet of Abregeado-Rae, and has since joined the Empire. Although a bit uncomfortable with the arrangement, Ku'un feels that things should probably work themselves out, and has some respect for Simon Kain after meeting him on Hapes.
Miette
Viren Quell's droid asisstant, she still aides Quell now that he's Minister of Ethics. Having processed most of the data the Coalition has, she has become quite useful whenever Quell needs to know about the place he has come to help run. The security risk of having a single droid possess so much dangerous information has led to some questioning the wisdom of allowing Miette to operate as any other member of the Coalition Command Staff, but these concerns were rebuffed by the fact that as Minister of Ethics, Quell needs access to everything the Coalition has to ensure fair play.
X-team
Another Coalition Intelligence Bureau team, this one now deals mostly in domestic situations. Known to Quell after they seeked him out to offer him the ministry position on Azguard. It consists of siz Azguards, and is at times unproffessional.
Frelgrin (Azguard)
Frelgrin is a diminuative scientist from Azguard, an expert in various fields of study mainly centering around geography and societies. He was once suckered into accepting a job at TARGET, Azguard's old exploration agency, and is now stuck travelling the galaxy with four idiots discovering new people and getting them to join the Coalition. He is the most sane of the group, and his main character trait is being constantly exasperated from dealing with the rest of his colleagues.
Freewater (Azguard)
Freewater was an Admiral in the Azguard military, but was transferred to TARGET on account of being too stupid. Although rare moments of clarity have suggested this is an act to remain undercover amongst his fellow operatives, it may just be his tiny brain exerting itself occasionally up to standard levels. He likes shiny objects, especially rocks. He also likes socks, but needs help putting them on.
Shlump (Azguard)
Shlump is a scientist, and also very patriotic. Unfortunately, he is the sort of patriot other patriots try to keep at a distance, since he feels the best way to express himself is to talk about how awful other people's nations and cultures are. With all the grace of a dead mule at a gala luncheon, he continues to operate as one of TARGET's chief first-contact specialists, because this ensures he remains very far away.

YIffin is the last member of the Target First Contact group. He is a proffessor, although if asked of what he would explain he is far too busy to spend time on such questions. Unlike Shlump, he is much more equal-minded in his arrogance, and treats everyone in degrees below him. He is not a bad person, and is not foolish enough to openly treat a party of heavily armed men as his inferiors just because he feels like being difficult, he's just not the sort of guy you'd want to spend time around. Ever.
Xill (Azguard)
Xill was an engineer on Kamino when the Empire 'extracted' him. The survival protocol Azguards employ kicked in, and many of his colleagues from Kamino killed themselves to avoid revealing their homeworld. Xill recieved a boost of energy from the Gods, who reached him from far off, and awoke from a contained state to wreack havock on the Imperials. Once he was contained, he managed to keep the Imperials talking for long enough that they eventually sent him and the remaining Azguards back. Ever since, he has been seen as a useful source of information on Imperials and maintains an unhealthy interest in them. He has recently been transferred to the Ministry of Peace for a project being planned there.
