Mon Calamari-

By this document, THE BLACK DRAGON EMPIRE, affirms the creation of a 'Neutral Zone' between the domain of space declared by THE BLACK DRAGON EMPIRE and THE GALACTIC COALITION. This 'Neutral Zone' shall consist of approximatly twenty-five lightyears of uninhabited space between THE BLACK DRAGON EMPIRE's current declared border and extending outwards in all directions. This 'Neutral Zone' is to act as a "buffer zone" between the territories of these galactic powers. If either party enters upon the 'Neutral Zone' it may fully be considered an aggressive act and may be considered an act of war.

THE GALACTIC COALITION and the BLACK DRAGON EMPIRE agree in the formation of said 'Nuetral Zone' as a barrier against conflict as well as expansionist nature. Under no circumstance may parties from either galactic power settle, lay claim to or otherwise populate worlds on opposing sides of this 'Neutral Zone.' Upon discovery of such an infringement it may fully be considered an aggressive act and may be considered an act of war.

The BLACK DRAGON EMPIRE agrees that it will refrain from colonization of planets belonging to areas of space outside its borders and beyond said 'Neutral Zone.' THE GALACTIC COALITION Will then also refrain from the colonization of planets belonging to the domain of The BLACK DRAGON EMPIRE and beyond said 'Neutral Zone.'

In light of , and subject to, these terms and provisions THE GALACTIC COALITION will hereby hand over , full control and soverignty of the Planets known as Kegan, Tammar, Kubindi, and Mon Calamari located within the The BLACK DRAGON EMPIRE.

In return the BLACK DRAGON EMPIRE shall hand over full control and soverignty of the Planets known as Haven, Bakura and Tholatin as is subject to, these terms and provisions.

In compliance with implied galactic law, both parties acknowledge that any breach of the provisions contained herein voids the treaty, which may be renegotiated and redrafted, as the parties' respective leaders and diplomats see fit.

AMENDUM: These Accords have been designed by which parties, accepting of said 'Neutral Zone' may sign this Accord via means of the Holonet to agree to the terms of their borders and accepting of their consequences entirely.

This Accord is declared null and void by the Prime Minister. The Prime Minister, who had been temporarily isolated by communications and travel problems, has claimed emergency powers in accordance with the constitution, thanks mostly to the absolute support of representatives from the surrendered planets.

Should any attempt of the Black Dragon Empire be made to establish themselves on the planets in this treaty, they will be refused. Continued attempts will amount to an act of war.

Also, this decision is supported by the Minister of Ethics, who is using his Ethical Override Vote to recall the powers of Jan Dondana until further notice. Jan Dondana has been at least temporarily stripped of his title as minister of Defence and Fleet Admiral, and has been requested to report to the House of Representatives immdeadietly.

Any concerns that this oversteps the bounds of the Prime Minister's office, and the valididty of his Emergancy powers considering the questionable status of those Reps of surrendered planets has proven to be false, as the Minister of Foreign Affairs, not the Minister of Defence, must sign treaties of such a kind.

"In case you were wondering, I am totally against this treaty as Jan does not have the power to sign it or even negotiat it. No one is taking over anything or going anywhere. Jan will be questioned as to just why or how this deal came about, and I am putting the military on maximum alert until the end of this incident.

"The Black Dragons are advised to ignore the treaty, and we apologize for any inconvenience, but Jan did not represent the Coalition and it was not within his power to work with you.

"Hopefully, this should clear up the incident. I do not think there will be any need for further discussion."

The main audience chamber was a flurry of activity as the hundreds of reporters scrambled to get a decent view of the speaker's platform. The Empire's crest hung briefly in the air, and then vanished abruptly as a solitary figure approached the podium.

"Ladies and gentlemen," he said gravely, observing as the noise level in the room dropped to nothingness, "today the Imperial High Command has officially ordered the Imperial Fleet put on Red Alert. Yesterday, the Galactic Coalition contacted us with a plea for assistance following an outbreak of rebellious activity in their government.

"Prime Minister Regrad has asked that the Empire for assistance in this matter. This morning, Grand Marshal Simon Kaine and Lord Regent Daemon Hyfe have acknowledged the Coalition's pleas, and sections of the First Destroyer Squadron and the Black Fleet have been ordered to Anzat, on the border of the Black Dragon Empire and Coalition space, to mediate this dispute.

"The Imperial fleet is also standing by those worlds outlined in the Black Dragon Empire's 'Holonet Accord' in case of assault. The Grand Marshal has made it clear that any hostility taken towards those Coalition worlds on the part of the Black Dragon Empire will be regarded as an act of war, and the Empire will react accordingly.

"Similarly, those worlds outlined in said accord as now belonging to the Galactic Coalition remain the property of the Black Dragon Empire, and any hostilities taken towards them will be considered an act of war.

"The Imperial High Command hereby orders Jan Dondanda to surrender himself to the Coalition's High Command with due haste. If, within forty-eight hours of this edict, he has not surrendered himself, Jan Dondanda will be declared an Enemy of the State and a warrant issued for his arrest.


"Are there any questions?"


"The Grand Marshal has said that the Empire's state of readiness was not a declaration of war on the Coalition. Is this a declaration of war against the Black Dragon Empire?"


"At this time, no. This is merely fair warning to the Black Dragon Empire and Galactic Coalition both - the terms of the Holonet Accord are null and void, and any attempt to meet those terms will be taken as an act of war and dealt with as neccessary."


"What about Anzat? Is the Fleet not gathering there for a strike against the Tions?"

"The Fleet is assembling in case of an outbreak of war. As it stands, Mon Calamari sits in the middle of the Black Dragon Empire's 'sphere of influence'. Should they decide to strike Mon Calamari, the Imperial Fleet is prepared to react.

"The Empire will not engage in any preemptive attack against the Black Dragon Empire or the Galactic Coalition.

"Let me say that the Empire is at this point merely a mediator in this situatuion. Fair warning is given to all sides - the Empire is watching.

"Gloria Imperium."
