(I have to agree. Detecting contaminated Bacta is more work then it sounds like and, it also depends on the sort of contagion used. Logistically and legitimately though, they probably has a chance.)

(no because you can tell [with appropriate equipment] if certain levels are different in this batch of bacta than in prior shipments. If there is more of one kind of an ingredient than normal, or even if the bacta has foreign ingredients that are not normal to bacta)

(Well, the point was to deny TTR Bacta without actually denying it, so either way works. Just s'long as everyone realises, whether they spread it or not, TTR has only whatever minimal reserves they had before the new action.)
