President Griff Introduces New Bill

The Outer-Rim Sovereignty Congress convened today in a special session, with Vice-President Meer presiding. The President entered and with his typical way of addressing large numbers of people, Griff delivered a rousing speech and introduced his plan for a new ORS system of government.

Under Griff's new bill, each ORS world will be placed in newly created 'Provinces', which is governed by an elected council. Even now the people of each Province are flocking to voting stands and are voting for their new Provincial Ruling Council. At the head of the council is a 'Proconsul' which acts as the political and military leader of each Province.

According to Griff, each Proconsul is responsible for reporting the affairs of each Province to the President and Vice-President. Also with Griff's new bill, each planet is governed by a similar version of the Provincial Ruling council, and the people of each world is also voting on that as well.

"All I want is to provide stability and order to the Sovereignty." Griff was quoted saying.

The President also spoke out against critics who lashed out at him for his decsion to go to war with the New Order, "I am tired of getting angry letters, and people publicly speaking out against this war. The Empire was deemed a serious threat to the Sovereignty, and I took action. Who in my place would not have?"

The President also went on to explain his motivation behind the new plan, "I am here to serve the people. And that is what I am doing. I have approved another bill that will provide federal funds to educational programs, and I am drawing up new plans to give the people what they need. We all need leadership, because without that, we are lost."

Janice:Hello, I am Janice Walters and with me today is Vice-President Marth Meer.

Marth:Hello

Janice:Now Vice-President Meer, President Griff introduced today in a special session a New Bill designed to divide the Sovereignty up into several provinces. If you can give us your opinions on the bill please?

Marth: Well Janice the 'Province Plan' as it is known has been a work in progress for quite some time. Myself and President Griff as well as various members of the Executive Cabinet have been in contact with government officials on a myriad number of planets as well as with all the Planetary Political Councils. The Plan will allow each 'Province' to decide exactly how funds for various social programs will be allocated to best fit the needs of the specific 'Provinces'. This way instead of being forced to deal with a huge number of compromises when the Senate decides allocation for the whole Sovereignty, there will be alot less compromises because you need to please less people.

Janice: What place will the Planetary Political Councils have in this new system?

Marth: There are a number of different policy decisions that are made in a government. Each Planetary Political Council will have to deal with various responsibilities including language and culture matters.

Janice: Some citizens are worried that this plan wil just add another level of tax. What are your comments on this accusation?

Marth: Those concerns are completely unfounded. The Provincial Ruling Councils will not have the ability to tax the citizens in any shape size or form.
