Detalt, Kiyar -- Earlier today in a press conference, President Kilam Blackh made several comments on the galaxy that he has recently "become a part of" as he put it. With the ensuring conflicts in and about the galaxy on the whole and the coordinates of Kiyar finally becoming public, the president stated that it was "time that Kiyar became involved in political affairs".

He covered many points - such as how he perceived foreign involvement against the Serasian Regency, and how the economy would be effected by the domestic mine trade - but the highlight of the conference was when he stated his "congratulations and warning to the Outer-Rim Sovereignty."

In a bold motion, he stated:

"My congratulations to the Outer-Rim Sovereignty on a sound and legitimate military victory. But be weary that while you wield a sword you do not cleave the wrong targets. The Federal States of Kiyar watches from afar the battles that rage across the galaxy, and hope those who have come to our aid can soon put aside these differences and come to terms with one another in a truly gentlemanly manner."

President Blackh also followed up with several comments to "assure the galaxy that he is not pro-Sovereignty" in the war with the Empire.

"Kiyar is a body trying to recover from a horrific war," said General Marec of the Federal Space Force, "President Blackh doesn't want us to get involved in anything that does not directly concern us. As far as he's concerned, we're neutral. We just don't have enough evidence to go on other than 'he said, she said'."

When asked for more details concerning the "Neutrality Act", President Blackh simply referred to the fact that there are "too many forces fighting with the pen and not the sword" and so "a decision of alignment is impossible for an outsider".

Several star systems voiced their agreements. Though he also made it clear that he expressed his congratulations to the Empire for handling the fall of Abregado in such a way that did not result in the further loss of civilian life.

Though still reeling from Serasian nuclear missile attacks, Kiyar has offered a hand in humanitarian aid on Abregado in the forms of the engineers who populate the system.
