Over the holo-feed, the symbol of the Hapan Consortium suddenly broke the airwaves. There it sat for quite a few minutes, allowing all those who wished to see such an announcement time to gather. Gradually the symbol faded as a picture behind it came to light. Viewed rarely, the Hapan throne room within the Fountain Palace was magnificent and few places neared it's glory anywhere. None but the Queen Mother's had ever sat upon that throne and now the newest member to that line sat there as well. Chiisai Kyoufu, a hapan by blood but not by birth, her mother was directly related to the former queen. The tiny woman, dressed regally in fine web-silk a glorious shade of purple that suited her well, Chiisai proved her hapan ancestry in the loveliness of her features. She waited a few seconds, giving people time enough to glory in her presence, before she spoke, using her native tongue, hapan.
"Greetings. The planet of Hapes extends it's most heartfelt welcome to those who care to listen to her message during her time of need. I, Queen Mother, am here today in order to clear a few things up. Rampant rumors about my so called destruction of the Hapan way of life are grossly over-exagerated, as well the stories being told about how I am personally destroying the governmental structure of this system. The Consortium is NOT falling apart. The Consortium is NOT in shambles or ruin. I am not personally trying to bring these things to pass." During this speech, Chiisai's cheeks flushed, her temper beginning to rise, but she quite nicely controlled herself. Pressing on, she continued. "Yes indeed, it was under strange circumstances I came to the throne. No one was more surprised about these turn of evens than myself. Unfortunately, I am most... displeased at how swiftly people judged my ability to do my job. Even as I speak, groups swoop in upon Hapan space like animals to dead carrion, seeking to pick what meat from it's bones that they can, but it ends here. Today, I held council with representatives from ALL of the Consortium planets in this system. None was left out of this meeting, not even those that have, sadly, turned weapons upon their fellow Consortium allies. An ambassador from each planet was present, not an easy feet to accomplish since there was quite a few people eager to make it seem I had slighted someone and purposely left them out."
Again, Chiisai looked as if she was beginning to boil, but she kept it quite under control. "But I digress. All of the planet members of the Consortium were there, and they were quite pleased upon my decision. I do not seek to be queen of any nation or government. I merely sought to attend the funeral of a relative but I did end up with this position and after listening to the voices of my people and of this system, I have come to a decision. As of today, I am stepping down from my throne and handing over the position of appointing a new Queen Mother to the Consortium herself. Once more the Hapan people have rallied together and are even now in delegations with one another in order to provide the people with the monarchy they deserve. An official ceasefire is hereby declared among the Hapan system as you now work towards an ultimate goal of once more having the peace and prosperity she has always enjoyed without interference from outside quarters. Any such outside group that deems it necessary to come into Consortium space during this delicate time of negoatition will be viewed by the planets therein, numbering sixty-three official members, all of which have agreed to these rules, will see this as a hostile threat upon our persons as a whole and will respond accordingly and together as a group. All previous acts by any of our planets before this date is hereby forgiven and they are warmly reaccepted back into the arms of their Hapan Mother. Any such groups not of Consortium power that are already in our space have a week to leave. This is not a threat, but a warning. The Hapan Consortium has ruled her government for thousands of years on her own and will continue to do so for quite some time to come. We have always picked our own Queen Mothers and this time, it will be so again." Smiling softly, Chiisai looked more than relieved as she nodded regally to the audience that she couldn't see. "This is my last officail act as Queen Mother. Please heed my words and goodbye."
The symbol of the Consortium once more faded into view, blocking out Chiisai in the back ground until there was nothing there but solid black. A minute or so later, the symbol disappeared and the holo-feed went blank.
