S'all good, and thank you for the consideration.
I'm pleased you put this up actually, otherwise it would have been virtually the same.
I will say though Star Trek was doing all of this years ago, that was where I got my idea from.

Not a weapon, but there was an episode where some Romulan vessel ended up causing the enterprise (or some other Fed ship) to become trapped in a state of Quantum flux.

you dont mean the one where the shuttle is returning to the Enterprise, and it encounters subspace globes that mess with time, so that anything passing through them passes through time variably. The Enterprise and a Warbird are seemingly frozen in time, firing at each other, the Enterprise is about to suffer a warpcore breach, Doctor Crusher is being disintigrated by a romulan in the sickbay and there are two temporal aliens trying to raise their baby in the romulan singularity engine?

*shrugs* I dunno , if I did see it, it was so long ago I don't remember what happened in it.
Just read some Trekkie tech guide online, lol.
Researching for some new tech ideas, and that was one of them.
