Just to play devil's advocate (I don't personally believe the 'war on terror' is possible to win), a big reason why there will be more in 2005 is because a lot more things are being classified as 'terrorism' these days than simple car bombings.
How else do you justify the big military budgets and money making Condition Orange, Yellow and Red badges? (don't think Green sells much).
There will always be terrorists because terrorism works. Also, there are always new ways of killing that come up and in order for counter-terrorism to be effective you have to first have the terrorist act.
So I pretty much expect the same for 2005, 6 and 7...
I would wonder about that, Kas. This information comes from a report that has been published by the National Counterterrorism Centre for 19 years. I would imagine (though I have no proof) that in the interest of fairness they would be consistent in what they deem a 'terrorist action'.
I wish they'd focus more on fighting some wars within our own borders...
