Because the more he actively uses the Dark Side, the more rapid the decay becomes. The more effort he has to put into fighting, the more Dark Side energy he taps into, quickening his disfigurment.
You can say it fifty times but it's not gonna make it make anymore sense.
If Yoda and Palpatine fought for 20 minutes which would be a hell of a lot of time, and he was tapping into the Dark Side the whole time it wouldn't turn him from a normal looking person to a sideshow freak.
If your argument holds any kind of water then explain to me the appearance of Count Dooku? Why does he look perfectly normal?
If Palpatine and Sidious are the same people which at this point is a big assumption, but one that we have to make, I think the only excuse that can possibly be made is they went ridiculously overboard on the looks.
His teeth, his face, everything is completely ridiculous. But to say that the Dark Side of the Force did this all of a sudden just doesn't make sense, and if that's what it really turns out to be then it'll be completely ridiculous.
Of course it's ridiculous. I said that, too. But to answer your question... Palpatine is constantly exerting his influence to every member of the Imperial fleet (according to Zahn). Dooku isn't.

Yeah, lotsa holes. I don't really agree with that theory...how about:
What if what we've been seeing of Palpatine for the last two movies - that is, Ian McDiarmid with hardly any makeup on - is just a mask. I don't mean that in a physical sense, like the kind you'd go buy from a cornerstore and wear on halloween to look like a monster, but what if he was using the force to keep everyone blind to his true appearance.
Certainly if he is Sidious then he must be exerting a powerful control over all the Jedi present to keep his dark powers secret, so why couldn't he just extend that control to all the "weak minded" people around him and make them see his face as that of a kindly old man instead of a twisted monster. I'm pretty sure Corran Horn did this on a number of occasions; it should be well within Palpatine's powers. And if Lucas is using Juggernauts, he could be incorporating other aspects of the EU...
(note that the only parts of the EU he's rejected are those that directly clash with the story he wants to tell)
So going by that theory the twisted old version of Palpatine we see in the trailer would be when his plans have come to fruition and it's come time to stop hiding from the Jedi and destroy them. In which case he simply...drops the facade.
Yeah! Chau's got in one, when the Jedi come to arrest him they pull his mask off 'ala Scooby doo...
Palpy then runs at them with his saber screaming ; " I would've gotten away with it if it weren't for you pesky jedi!"
And that is a mistake to compare it I reckon Demos, since that film was made aeons ago, and the difference in make-up between the two is probably purely mainly because of that.
