Each site would need to submit their own graphic or request one. A text ad does nothing. Honestly the age of text ads is over. They do not work anymore.
On the issue of EZBoard affiliation pages, I have a few possible solutions.
The first depends on whether the board in question has a member - part of the staff or the memberbase - who has image hosting. It wouldn't be hard to whip up a simple page in dreamweaver or any other webdesign program, then host it. A link to said page could be added in a sidebar or with other navigation links.
The second uses googlepages, and gmail accounts. Googlepages is stupid easy to use, offers some nifty page layouts, and allows you to upload images. Nice thing about this option is that it's free. It wouldn't be hard for a board to get their own gmail account, thus opening up the option to use googlepages. Like the first idea, a link in the navi menu or on a sidebar could link to the affiliation page.
That would defeat the purpose, but you could have each board make more than one banner. I'm sure there will be some banners that won't look great on some of the stylesets at Fans, since we have something like 30 different styles.
Perhaps, for simplicity, make all banners monotone to fit in with a black and white or black and grey central hub page. Or lime green if we go that way.
Or have them submit the graphics as PSDs. The organizers would then change underlying hues to match any skins required.

EDIT: Another suggestion. Could the boards list like in their description, a one sentence line describing how far advanced their R&D program is, if they have one. Like here at TRF, we are starting to go from average into complicated. At SWF, I know with what Telan and Khendon have cooked up that complicated is no longer a descriptive word.
