its Saying my "browser's cookie funcionality is turned off" and to "please turn it on". I mean, i can understand the part about the cookies. But i am definately NOT turning it on.

Huh. If you're using IE, first, get a better browser (Firefox) or try going to Tools > Internet Options and then clear the cookies.
