Not necessarily. I listen to a lot of atmospheric sludge, for example, and that can hardly be described as being "noisy" (although that depends on your personal definition of the word, I suppose). This, however, is a thread about punk music, so what do you expect ?

Other crusty bands I'm liking: Doom, Disrupt, Disgust, Infest, Totalickers.

Well ... they're not crust or d-beat, but Dystopia possesses somewhat of a punk aesthetic and adheres to the "Love Earth - Hate People" philosophy, and I believe that applies to many of these other bands as well. A lot of them feature a strong political side, so go figure.
