Okay, after getting some more information, I'm ready to be serious about this.
But my first point. What happened in 2000 doesn't matter anymore. Getting worked up about it isn't going to change the out come.

Anyway, I think the idea of having the ability to delay elections if the need arises is a good one. Giving that power to a presidentally appointed official is not. If this did happen and the event arose that could possibly delay elections, I have no doubt in my mind that pressure would come from the Republican party to delay the elections. A political party should not have that kind of power the elections. The power should probably be given to Congress, a body of officials elected by the people.
As long as the former presidents term ends Janurary 21, when the election is held doesn't really matter. Granted, the incumbant would have less time to prepare a cabinet and whatnot, ensuring that people can go to the polls safely should be second to none.
