I had a similar idea I was working on with a "Grid" encompassing the galaxy, and it would take X amount of time to move from one block to the next.

the calls for reinforcement rules have been coming for a while...

Maybe we should use the old nav comp grid of the galaxy overlaped with the known locations of worlds?
