Grevious, though in black and white it does look like Brando, its actually Robert Shaw. Shaw is the actor who played the crazy Nazi commander in "Battle of the Bulge" and the SPECTRE assassin in "From Russia with Love." He had an illustrious movie career, often playing villians.

That photo, I believe, is from Battle of the Bulge. Though the movie was in
color.
