New Imperial Turbolaser System

The High Command of the Greatr Galactic Empire has decided to commence with a programme of rearming Imperial ships as such - an overhaul would be scheduled allowing th replacement of standard energy weapons (primarily turbolsers) with the new 'Stinger' System. The weapons themselves remain at their current power output and do not increase in range, rate of fire, or accuracy. The rearmament is for one purpose - to eliminate the affects of an ion barrage on the weaponry of an Imperial warship.
The Design Specifications are as Follows:

A new type of gun. Actually, it is a modification of existing turbolaser cannon in stock. It would not enable the turrets to rotate, but guns mounted in sponson and independently fire linked would still be able to fire. The pricniple I have devised goes to ship-borne cannon of the (Earth) early 20th Century.
Curretly, energy for the gun is transformed inside the breach of the gun and then sent through the tube unaccelerated merely guided in its discharge pattern. The energy release is then cut off and molded into a coherent bolt approximately one meter in length. It leaves the barrel and continues to its target. Without a power source, the energy cannot be created and built up, thus rendering the weapon useless.
I propose feeding the guns in small packages as it were. Cased shot. The casings would be approximatly four decimeters in width. From this circular baseplate would be a series of wound conducitivity spools. Energy would be stored in here, harnessed inside a carefully wrapped casing. The "shell" would be placed in the breach where the gun would suck dry the power and simply focus the energy as it left the barrel.
Each shell would only be able to be used once until it was recharged. The recharge process is lengthy and cannot be preformed on site - of the gun or battery. Rather, it would be performed deep in the ship so the power supply and feeding station could not be directly targeted by the enemy or ruptured by fire directed towards the using-ship's gunwales.
Electrivity would only be required on site, and as independent cannon are controlled either by manual aiming or droid-assisted positioning and only to focus the projectile's charge. The draw on individual generators would be minute, and in an emergency, a small personal generator used by the Imperial Army to set up command posts could be rigged to feed the guns.
Shells would be stored directly behind the guns themselves and transported from the innards of the ship. Keeping the shells in the ship's interior would, as stated, make all safer. They could be transported either by independent elevator or by repsulor dolley. One average strength man can hold and move the shells. They differ in size.
Cartridge Size
Light turbolaser - 25 centimeters
Medium/Standard Turbolaser - 30 centimeters
Heavy Turbolaser - 38 centimeters
Quad Turbolaser (Heavy Turret) - 42 centimeters

Turreted guns would be shut down and unable to be moved-sighted during a strike as power to rotate comes from the main reactor. Moving the gun to a position would be near impossible, but could be done by dedicated gunners at great work. The guns are massive turreted enclosures, but can be moved a few meters left or right of its last position.
