Quick "Rules" Question.

So if, say, two factions wanted to trade planets for, say, reasons, what would that look like? I mean, it's not a hostile takeover, and the planets are already "owned", so is it just a matter of both parties posting IC that they have agreed to the exchange, or are there still word count requirements, and whatnot, and soforth?

Well, they aren't exactly trading cards.  Is this a planet swap from "real" factions (like Confederation to Coalition) or is this a greedy grab from IC faction?  If it is a greedy grab, the 5000 word count stands.

Oh, it would be between the Coalition and Confederation (not entirely sure Corise still wants to do it, but there was a plan at some point). Basically I realized I still have a planet that makes way more sense for it to be in the Confederation given IC circumstances, and Corise felt kind-of the same about one of his planets, but in reverse. That, plus he's a nice guy who wanted to give me something in return because, you know, "fairness", or something.

For the official record, I am still down for it.

My world is occupied solely by government personnel, which means there isn't much of a political problem going on there.  It just doesn't make sense for them to be there now, since it was originally part of a larger GC colonization project.

Personally, I don't have an issue with it since 5000 words were already used to get the planets originally.  My personal preference however would be to make an IC reference to the fact.  It does not have to be a rp (imo) but a news blurb.  That would be my take.

I do not recall the TRF staff ever requiring someone to shell out the 5000 words to swap planets already owned.  I know there was a word requirement for faction mergers at some point but that's not what this is so...(and that may have been a previous incarnation of the rules anyway).
